Former Lagdera MP unveils ambitious development agenda, pledging equitable service delivery, improved infrastructure and stronger devolution across Garissa County.

DADAAB, Kenya – Garissa gubernatorial aspirant Mohamed Muktar Shidiye has unveiled an ambitious development agenda centered on improving water access, healthcare, road infrastructure and equitable service delivery as he intensifies his campaign ahead of the 2027 General Election.
Addressing residents during a political rally in Dadaab, the former Lagdera Member of Parliament said Garissa County has not fully realized the promise of devolution over the past 15 years, leaving many communities without reliable access to essential public services.
Shidiye said his administration would prioritize inclusive development to ensure every constituency and ward benefits equally from county resources.
He singled out the county’s prolonged water shortage as one of the most urgent challenges facing residents, pledging to resolve the crisis within his first year in office if elected.
“Other counties have made significant progress under devolution, but Garissa has continued to lag behind. It is time to ensure every resident enjoys the benefits of devolution,” he told supporters.
The former Kenyan Ambassador to Botswana also promised to strengthen the county’s healthcare system by improving medical facilities, expanding access to quality healthcare services and ensuring residents receive better treatment closer to their homes.
On infrastructure, Shidiye said he would lobby the national government to accelerate the construction of tarmac roads across Dadaab and other constituencies, arguing that improved road networks would boost trade, ease transportation and stimulate economic growth.
He further pledged to establish an efficient waste management system to improve sanitation and protect public health across the county.
The gubernatorial hopeful also called for a national conversation on the long-term integration of refugees, noting that several countries have successfully integrated refugee populations into their societies. He said he would engage the national government on policies that promote peaceful coexistence and shared economic opportunities.
Shidiye said his previous experience as a Member of Parliament and Kenya’s Ambassador to Botswana has equipped him with the leadership, experience and networks needed to transform Garissa County.
He also emphasized the need for unity among residents, saying inclusive leadership would enable the county to maximize the benefits of devolution and accelerate development across all communities.
As he continues to campaign across the county, Shidiye said he would take his message directly to the electorate, maintaining that the people of Garissa should decide the county’s future through the ballot.
The rally was attended by Dadaab MCA Mohamed Abdi Farah, Galbet MCA Abubakar Mohamed, Dertu MCA Aden Odhowa, other current and former ward representatives, as well as Dadaab parliamentary aspirant Mohamed Ali Sheikh, who urged residents to support Shidiye’s gubernatorial bid.
