    Somalia has entered a new era of governance and democratic reform. In a historic move, President Hassan Sheikh Mohamud today officially signed the new Federal Constitution, a landmark document approved by both houses of Parliament that promises to strengthen institutions, protect citizens’ rights, and pave the way for a more accountable government.

    A Long Journey to Ratification

    The road to this moment has been years in the making. Since the adoption of the 2012 provisional constitution, Somalis have awaited a permanent legal framework that reflects the aspirations of the nation. The journey involved public consultations, extensive debates, and multiple rounds of parliamentary review, with lawmakers negotiating key provisions on governance structures, elections, and federal‑state powers.

    On March 04, 2026, both the House of the People and the Upper House voted overwhelmingly to approve the new text, replacing the temporary charter with a fully ratified constitution. Supporters hailed the move as transformative, while some opposition voices called for broader public consultation and a referendum to ensure nationwide consensus.

    From Parliament to Presidential Signature

    With Parliament’s approval secured, the final step was the President’s signature. At the Presidential Palace in Mogadishu, President Hassan described the day as the culmination of a long journey and the start of a new chapter for Somalia.

    “Today concludes the long journey of reviewing Somalia’s Constitution. With Parliament’s approval, its implementation begins, God willing,” he said.

    The ceremony was attended by key government figures, including Speaker of the House of the People Sheikh Aden Mohamed Nur, Upper House Speaker Senator Abdi Hashi Abdullahi, and the chairpersons of the Constitutional Review Committees.

    What This Means for Somalia

    • The 2012 provisional constitution is now replaced with a permanent legal framework.
    • Future Members of Parliament will be elected directly by citizens, marking a shift from the traditional clan-based selection system.
    • Governance rules, executive powers, and leadership eligibility are now clearly defined under a five-year cycle.

    This historic signing marks a pivotal step in Somalia’s journey toward democratic consolidation, the rule of law, and stronger governance, signaling hope and stability for the country’s future.
