Dadaab MCA Hon. Mohamed Abdi Farah urges the Ethics and Anti-Corruption Commission to roll out integrity training at the start of every new Assembly term not when elections loom.

GARISSA, Kenya – Members of the Garissa County Assembly have completed a four-day ethics and integrity training programme conducted by the Ethics and Anti-Corruption Commission (EACC), aimed at strengthening ethical leadership, accountability and compliance with governance laws among elected representatives.
The training brought together MCAs for intensive sessions on leadership standards, public accountability and legal obligations expected of State officers. The programme focused on key governance frameworks, including Chapter Six of the Constitution on Leadership and Integrity, the Conflict of Interest Act, 2025, and requirements on the Declaration of Income, Assets and Liabilities by State officers.

The capacity-building initiative provided legislators with a platform to deepen their understanding of ethical leadership principles while discussing practical challenges faced by public officers in maintaining integrity and public trust.
Speaking during the closing ceremony, Garissa County Assembly Majority Leader and Dadaab MCA Hon. Mohamed Abdi Farah commended EACC for organizing the training, saying it had equipped MCAs with essential knowledge on responsible leadership and governance.

However, Hon. Farah called for a review of how such programmes are scheduled, urging EACC to conduct integrity training at the beginning of every new Assembly term rather than towards the end of an electoral cycle.
He noted that early training would allow elected leaders to fully understand and embrace integrity standards from the start of their service.
“Leadership is not only about making decisions; it is also about earning and maintaining public trust. As elected leaders, we must continually strengthen our commitment to integrity, transparency and accountability in the service of our people,” said Hon. Farah.
The Majority Leader emphasized that ethical leadership requires continuous learning and reminded State officers of the importance of adhering to constitutional principles and legal requirements governing public service.
He further requested EACC to consider extending similar training to the Powers and Privileges Committee of the Assembly to enhance its oversight role and strengthen accountability mechanisms.

EACC Strengthens Governance Capacity Among County Leaders
The training sessions were facilitated by officials from the EACC Ethics Development and Monitoring Department, who guided MCAs through emerging governance issues, ethical decision-making and best practices in public leadership.

The programme also allowed legislators to share experiences, discuss challenges and explore practical approaches to promoting transparency and accountability in county governance.
The completion of the training marks part of ongoing efforts by EACC to promote a culture of integrity within public institutions and strengthen citizens’ confidence in elected leadership.
